Jefferson Science Fellow Program
The National Academies is pleased to announce a call for nominations and applications for the 2009 Jefferson Science Fellows program (JSF). Jefferson Science Fellows spend one year at the U.S. Department of State in Washington, D.C. and may periodically travel to U.S. foreign embassies and/or missions. JSF awards are open to tenured academic scientists, technologists and engineers from U.S. institutions of higher learning. Nominees/applicants must be U.S. citizens and will be required to obtain a security clearance.

PROJECT TITLE: Workforce Investment Act – An Examination of Training Fund Expenditures in California
The Senate Office of Research has requested assistance from the California State University Faculty Research Fellows Program to examine and evaluate how California local workforce investment areas use federal Workforce Investment Act (WIA) funds to provide training to job seekers.
Qualified California State University faculty and staff should submit proposals in response to this request. We prefer that the principal investigator is a full-time faculty or staff member of the CSU system, but it is not necessary. Part-time faculty and students can be included as secondary investigators and assistants. The enclosed attachment provides background on the issue, a description of the project, timeline, budget, and requirements for the submission of a proposal.

Project Title/Description
Workforce Investment Act – An Examination of Training Fund Expenditures in California
Examine how California local workforce investment areas use federal Workforce Investment Act (WIA) funds to provide training to job seekers.
Background: The Workforce Investment Act of 1998 (WIA) replaced the Job Training Partnership Act and changed the way federal job training is funded and accessed. WIA requires each local workforce investment area (there are 50 in California) to develop a one-stop delivery system comprised of core services (including job search assistance), intensive services (including comprehensive assessment and case management); and training (including customized training, on-the-job training and training vouchers). These services are intended to be provided sequentially, with individuals accessing core services first, then intensive, and then if still in need of assistance, training.
Responding to the use of WIA funds, a report by The General Accounting Office found that in 2003 local workforce boards used an estimated 40 percent of the WIA funds on training activities with the remaining funds used for other program costs and administrative costs[1]. In California, local workforce investment areas report training expenditures[2] for both adult and dislocated worker funds. In fiscal year 2006-07 training expenditures averaged 25% for the adult worker program, and 22% for the dislocated worker program. Moreover, a recent cost study report prepared for the California Workforce Investment Board[3] concluded that 48 percent of costs were spent on enrolled services[4], 30 percent on universal services, 13 percent on business services and 9 percent on youth services.
